Vilnius Municipality and “Dalkia International” signed the Protocol of Intentions

On Monday, October 29, Vilnius Municipality and French enterprise “Dalkia” signed the Protocol of Intentions to lease and operate the Special Designation Joint Stock Company “Vilnius District Heating”.
Vilnius Mayor Artûras Zuokas said that the Protocol of Intentions was a start of the big project in the one of the most important enterprises of the city, and it opened the possibilities for the bigger investments to come from France to Vilnius and to Lithuania as well. The French Ambassador in Lithuania Jean Bernard Harth agreed with the Mayor and said that the Tender for Appointing Vilnius District Heating Operator was prepared by reliable and professional team. The major condition for the bidders was keeping the same price for the heating power.
“The major news for Vilnius’ citizens – the price of the heating will get lower” – said Vilnius Mayor A. Zuokas. He added that if the agreement with “Dalkia” is signed, Vilnius citizens could expect 5 per cent decrease in price of the heating power, and Vilnius’ enterprises – 7-8 percent decrease. “Dalkia” is going to invest 430 million litas to the Vilnius district heating network during the 15 forthcoming years, 280 million will be invested to the renovation of the system. The final Agreement of the Lease should be prepared and presented for the confirmation of Vilnius Council by January 25, 2002.
During the process of negotiation Vilnius Municipality will actively collaborate with the World Bank, environmental fund GEF (Global Environmental Facility) and SIDA representatives in order to agree in common position together with the enterprise “Dalkia” towards financing of the project of renovation of “Vilnius District Heating”.
The Winner of the Tender will not only overtake “Vilnius District Heating” operation and liabilities, but also will renovate the systems of Vilnius heating - heating network, heating power stations, will install the local heating nodes in the residential houses, which means that inhabitants of the house will be able to start the heating season at the time they wish.
On the 22nd of October the Tender Commission of Vilnius Municipality announced French enterprise “Dalkia” the winner of the tender for the 15-year property lease and operation of “Vilnius District Heating”. Consortium of Swedish “Sydkraft AB” and Dutch “International Waterdevelopment BV” was announced number second.
The purpose of the tender announced July 2 is to renovate the systems of Vilnius district heating and hot water supply, to identify the tenant of the property which is used directly in production, transportation and distribution of heating, electricity and hot water, which fulfill the functions of the operator of district heating network of the enterprise, to select best-qualified investors with extensive experience in district heating sector and with sufficient financial capabilities necessary to make renovation investments to the Vilnius district heating hot water supply systems.
The main conditions of the tender were: the private operator should not increase the price for
the heating power, the project should be based on investments, not giving away the property which is related to the major activity of Special Designation Closed Joint Stock company Vilnius District Heating, the winner of the tender should cover the cost of renovation of local heating nodes in the living houses.
